IS 3025: Methods of Sampling and Testing Water, Decoded

What Is IS 3025?
IS 3025 is not a single test. It is a multi-part Indian Standard published by BIS. It covers methods of sampling and testing water and wastewater for physical and chemical parameters.
Each parameter gets its own numbered part: pH, turbidity, hardness, chlorides, sulphates, biochemical oxygen demand, and dozens more. BIS revises and reaffirms each part on a separate schedule. As a result, the code number alone names a family, not one fixed procedure.
How the IS 3025 Family Is Organised
The parts share a common numbering scheme, but their vintages vary widely. Some parameters were revised in the last few years; others still run on decades-old editions that BIS has simply reaffirmed as still valid:
Part | Parameter | Current Edition | Status |
Part 1 | Sampling & preservation | 1987 (reaffirmed 2019) | Foundation for every other part |
Part 11 | pH value | 2022 (Second Revision) | Replaced the 1983 edition |
Part 16 | Total dissolved solids | 2023 | Replaced the 1984 edition |
Part 21 | Total hardness | 2009 | Still current, not revised since |
Part 23 | Alkalinity | 2023 | Replaced the 1986 edition |
Part 32 | Chloride | 1988 (reaffirmed 2019) | Still current, not revised since |
Part 44 | Biochemical oxygen demand (BOD) | 2023 (Second Revision) | Replaced the 1993 edition |
Part numbers and years above come from BIS’s own standard listings. A lab report should always cite both the part number and the edition year, not just the bare code number.
Why IS 3025 Matters
However, the standard itself sets no pass or fail limit. It only specifies how to run each test, correctly and repeatably. The acceptance limits therefore sit in separate standards.
- For construction water, IS 456 Table 20 caps organic content, inorganic content, sulphates, chlorides and suspended matter. IS 3025 methods measure each one.
- Drinking water instead falls under IS 10500. That standard sets the acceptable limit for the same kind of parameters, again measured using the same method family.
- For effluent discharge, similarly, the Central Pollution Control Board’s norms reference several of its parts.
As a result, a single compliance question, such as whether borewell water is fit for concrete mixing, usually needs several parts run together. It is checked against CPCB or IS 456 limits, not just one test in isolation.
Common Mistakes
- Citing “IS 3025” on a report with no part number attached — meaningless on its own.
- Citing an old part edition after BIS has quietly revised it, such as the withdrawn 1983 pH method instead of the current 2022 revision.
- Assuming every part was revised together, when revision timing is genuinely independent per parameter.
- Testing only one or two parameters when the actual compliance question, like IS 456 Table 20, needs several run together.
- Confusing IS 3025 (the test method) with IS 10500 or IS 456 (the pass/fail limit).
A Site Example
A contractor wants to use borewell water for a concrete pour and needs IS 456 Table 20 clearance before mixing begins. So Jancy Labs takes a sample under IS 3025 (Part 1) and runs pH, chlorides, sulphates and total dissolved solids against the relevant parts.
The sulphate result comes back above the Table 20 limit. The contractor switches to a municipal supply instead — a decision the mix design could not have made safely on a pH reading alone.
A Testing Checklist
- Confirm which limiting standard actually applies: IS 456, IS 10500, or a CPCB discharge norm.
- Check which part covers each parameter that standard requires.
- Make sure the report cites the current edition year for that part, not an outdated one.
- Confirm sampling itself followed Part 1 — preservation errors invalidate every later result.
- Cross-check each result against the limiting standard’s own table, not against the method standard itself.
Key Takeaways
- IS 3025 is a family of separately numbered parts, not one document — each covers a different water parameter.
- Parts are revised independently: pH, TDS, alkalinity and BOD got fresh 2022–2023 editions, while hardness and chloride still run on 2009 and 1988 editions.
- IS 3025 sets test methods only. Pass or fail limits come from IS 456, IS 10500 or CPCB discharge norms.
- Part 1 governs sampling and preservation, and every other part’s result depends on that being done correctly.
- One compliance question, such as construction water clearance, usually needs several of its parts run together.

Frequently Asked Questions
What is IS 3025?
IS 3025 is a multi-part Indian Standard, published by BIS, that sets out methods of sampling and testing water and wastewater for physical and chemical parameters — pH, hardness, chlorides, sulphates and dozens more, each covered by its own numbered part.
Is IS 3025 a single test?
No — it is a family of separately numbered parts (Part 1 for sampling, Part 11 for pH, Part 21 for hardness, and so on). BIS revises and reaffirms each part on its own schedule rather than as one document.
Which IS 3025 parts are commonly used for construction water testing?
Labs typically run several parts together for construction water: pH (Part 11), total dissolved solids (Part 16), chlorides (Part 32) and sulphates (Part 24). They then compare the results against the limits in IS 456 Table 20.
Does IS 3025 set the pass/fail limits for water quality?
No — IS 3025 only specifies how to run each test. The acceptance limits come from a separate standard, such as IS 456 for construction water or IS 10500 for drinking water.
How often are IS 3025 parts revised?
Irregularly and independently. pH (Part 11), total dissolved solids (Part 16), alkalinity (Part 23) and BOD (Part 44) all received fresh revisions in 2022 or 2023. Hardness (Part 21) and chloride (Part 32) still run on editions from 2009 and 1988.
What does Part 1 of IS 3025 cover?
Part 1 covers sampling and sample preservation. It explains how to collect, store and transport a water sample so it reaches the lab without changing before testing, and every other part depends on this being done correctly.
Why does the revision year of an IS 3025 part matter?
A lab report citing an outdated part, such as the withdrawn 1983 pH method instead of the 2022 revision, may be following a procedure BIS has since updated, even though the parameter name looks unchanged.
What's the difference between IS 3025 and IS 10500?
IS 3025 is the test-method standard: it explains how to measure a parameter. IS 10500 is the specification standard for drinking water: it sets the actual acceptable limit for that parameter.
Can one water sample need multiple IS 3025 parts?
Yes. A single compliance question, such as whether water is fit for concrete mixing, usually needs several parameters tested together, each governed by a different part of IS 3025.
How do I know which IS 3025 part edition a lab used?
A proper test report cites both the part number and the year, for example IS 3025 (Part 11):2022. If a report just says "IS 3025" with no part or year, ask the lab which edition it actually ran.
